Mozambique: Multi-sector Response to Crisis-Affected Populations in Northern Mozambique – MOZ928

Mozambique faces diverse challenges that have created a complex humanitarian crisis for which the country is under-resourced and under-equipped. These challenges include intensifying security threats by non-state armed groups, the COVID-19 pandemic, vulnerability to climate change and natural disasters, and the 2016-2017 debt crisis, leading to continued displacement, increased protection risks, and disruption to markets and livelihoods. Most recently, these challenges have been heightened by the devastation caused by Cyclone Gombe in the country’s northern provinces.

Overall Objective

Save lives and alleviate suffering through safe, equitable, gender-sensitive, and principled intersectoral assistance to the most vulnerable groups, including those displaced, directly impacted host communities and non-displaced populations.

Specific Objective

Critical, needs-based, gender- and age-responsive humanitarian assistance is provided to displacement- and conflict-affected households in hard-to-reach locations and displacement sites in Northern Mozambique.

Expected Results

ER1: Shelter needs of IDPs/conflict-affected HHs in hard-to-reach areas and resettlement sites are addressed in a gender-sensitive and inclusive way.

ER 2: WASH needs of IDPs/conflict-affected HHs in hard-to-reach areas and resettlement sites are addressed in a gender-sensitive and inclusive way.

ER 3: INGD and humanitarian partners are better able to rapidly respond to the urgent material needs of emergency-affected people across Mozambique.

ER 4: Enhanced capacity to rapidly respond to emerging shocks occurring in northern Mozambique through access to a crisis modifier

ER 5: Shelter needs of vulnerable households in cyclone Gombe impacted areas are addressed in a gender-sensitive and inclusive way

ER 6: WASH needs of vulnerable households in cyclone Gombe impacted areas are addressed in a gender-sensitive and inclusive way.

Main Activities

Distribution of WASH and shelter survival kits containing essential life-saving shelter and WASH/NFI items that meet gender- and age-specific needs in hard-to-reach areas.
Rapid gender-sensitive needs assessment for shelter activities in resettlement sites
Replenishment of NFIs to IDP HHs who have been living in resettlement sites for over 6 months
Provision of shelter upgrades for IDPs living in Type A shelter for over 6 months (upgrade of shelters from Type A to Type B)
Distribution of emergency shelter materials and essential NFIs to new IDPs through the Shelter Cluster pipeline
Accountability and Protection Mainstreaming community consultations and systems established
Conduct environmental impact mitigation measures for relief supplies procurement and distribution
Shelter upgrades will have an addition of a household latrine.
Rapid gender-sensitive water supply analysis to identify water points to rehabilitate and/or construction in resettlement sites
Construction of water points in resettlement site
Rehabilitation of water points in resettlement sites and/or host communities
Establishment and training of gender-balanced water management committees.
Conduct hygiene promotion campaigns through use of the Wash´Em tool
Distribution of the complete hygiene kit with consumables for 3 months (Kit A + Kit B) in the targeted resettlement centres
Distribution of hygiene replenishment kits to target households who have received standard hygiene kits distributed by other partners
Deployment of a Rapid Response Team
Rapid needs assessment conducted in coordination with INGD, Clusters, and other relevant humanitarian responders
Rapid delivery of items to affected communities
Documenting of the deployment, effectiveness and lessons learned on the activation of the Crisis Modifier
Distribution of WASH cluster and standard shelter kits containing essential life-saving shelter/NFI items that meet gender- and age-specific needs in cyclone Gombe impacted areas.
Conduct Post Distribution Monitoring with recipient households of shelter and WASH based humanitarian relief supplies
Strategic prepositioning of emergency relief items in CARE provincial warehouses
Refresher training to INGD staff on logistics preparedness, building on ongoing ECHO action and lessons learnt of recent crises
Warehousing and distribution of all ECHO procured stocks documented and mapped
Replenishment procurement of Shelter NFIs and WASH NFIs to replace stocks distributed during Gombe response to ensure shelter response capacity for future shocks
